The Bill of Rights of Jeju National University Graduate Students
- Enacted on June 21st, 2016
Chapter 1 General Provisions
- Article 1 (Purpose) The purpose of this Bill of Rights is to contribute to the realization of human dignity and values by protecting the basic human rights of the Jeju National University graduate students that are inviolable and to enhance their level.

Article 2 (Definitions)
- ① In this Bill of Rights, the term “graduate students” refers to students in the master’s degree and the doctoral degree programs and the integrated master’s and doctoral programs at Jeju National University Graduate School.
- ② Other basic terms that are not defined in this Bill of Rights shall be the same as the definitions specified in laws and regulations and the school regulations, or the definitions generally accepted in the society.

Article 3 (Basic Principles)
- ① Graduate students have the right to be respected as member of Jeju National University, along with faculty and staff members.
- ② Graduate students have the right to study, conduct research, and work in a free and safe environment from any physical, verbal, or sexual violence.
- ③ Graduate students shall not be discriminated against based on their gender, educational background, nationality, ethnicity, age, disability, religion, or political orientation.
- ④ Matters related to individual dignity and values, such as health, safety, marriage and maternity protection, and family life of graduate students, take precedence over studies and research.
Chapter 2 Rights of Graduate Students
- Article 4 (Right to Self-determination) Graduate students have freedom of privacy, and it shall not be infringed upon for any unfair reasons.

Article 5 (Rights regarding Study and Research)
- ① Graduate students shall not be unfairly deprived of the academic and research opportunities guaranteed to them. They also have the right for their studies not to be suspended for unjustifiable reasons until they complete their degree programs.
- ② Graduate students have the right to take professional classes, research, training, and guidance with respect to their majors and research topics.
- ③ Graduate students have the right to legitimately use research spaces and on-campus support facilities necessary for their studies and research.
- ④ The level of progress for graduate students to earn their master’s and doctoral degrees shall be evaluated according to objective criteria, and the results of the evaluation shall be shared in writing or in an interview.

Article 6 (Intellectual Property Rights)
- ① Graduate students have the right to be listed as a co-author in the research publications to which they have made substantial contribution, such as the presenting of research ideas or participating in research.
- ② Graduate students have intellectual property rights that are generally recognized in the academia in their respective fields, such as authorship as the first author, for the research findings in which they play a leading role and are conducted based on their original ideas.

Article 7 (Rights to Fair Evaluation)
- ① Graduate students have the right to receive fair evaluation regarding their research findings.
- ② The evaluation criteria shall be specific and objective, the process shall be transparent and fair, and the results shall be provided in an appropriate manner.
- ③ Graduate students can raise objections to the evaluators in regards to the evaluation of their studies and research findings, and the evaluator shall provide enough explanation as to the results of the evaluation.

Article 8 (Rights to Participate in Decision-making)
- ① Graduate students have the right to participate in the process in which the rights stipulated in this Bill of Rights are realized.
- ② Graduate students have the right to organize and operate an independent organization and take part in its activities.
- ③ Graduate students have the right to express their opinions regarding the decision that Jeju National University made in relation to their studies and research and the content of the decision.

Article 9 (Rights Earned by Providing Labor)
- ① Graduate students have the right to be informed of the details of employment conditions and methods in the process of hiring a teaching assistant, a research assistant, and a research project researcher, and the right to have a fair employment review.
- ② A person who has received academic and physical labor from graduate students shall provide clear information on working hours, work details, and wages and comply with them.
Chapter 3 Protection of Graduate Students
- Article 10 (Right to Refuse Unfair Work) Graduate students have the right to refuse unfair work that is irrelevant to their studies and research.

Article 11 (Right to Change Advisors)
- ① Advisors shall play a leading role in supervising students with their dissertations and research, and guide their students with sincerity.
- ② If an advisor is not able to supervise a student due to his or her leave of absence, dispatch, or other reasons, the student any request a change of his or her advisor.
- ③ If the head professor of the department deems that the grounds stated in section 2 are valid, the student may change his or her advisor by requesting the change himself or herself.

Article 12 (Settlement Procedures)
- ① Graduate students have the right to be provided with the information on the procedures to officially raise issue when their rights, as specified above, are violated.
- ② Graduate students shall not be subject to any disadvantages following the notification of the infringement of their rights.
- ③ If a problem-solving body, such as a committee, is held, the principle of non-disclosure shall be guaranteed, and graduate students shall freely choose evidence and witnesses.

Article 13 (Responsibilities of University Members)
- ① All the members of the graduate school shall have the responsibility to be aware of the rights stipulated in this Bill of Rights and respect and realize them.
- ② The graduate school shall inform the university members of this Bill of Rights and make efforts to have them fulfill the responsibilities as stated in Section 1.
- Article 14 (Other Rights) The rights of graduate students that are not listed in this Bill of rights shall not be downplayed.
Chapter 4 Obligations of Graduate Students
- Article 15 (Observation of School Regulations) Graduate students shall faithfully comply with the procedures prescribed by the school and abide by the school rules and regulations. They are also obliged to make efforts not to damage the honor of Jeju National University.

Article 16 (Studies and Research)
- ① Graduate students shall faithfully fulfill their duties of study and research.
- ② Graduate students shall use the spaces and support facilities on campus responsibly and have an obligation to create a safe research environment by faithfully complying with safety guidelines.

Article 17 (Research Ethics)
- ① When proposing and conducting research, reporting the research findings, and giving presentations, graduate students shall not engage in actions that are against the integrity of their research, such as forgery, falsification, plagiarism, or unfair listing of a thesis author.
- ② Graduate students are obliged to comply with the guidelines for the execution of research funds for the research in which they take part and use the research funds fairly and transparently in accordance with the criteria.
- Article 18 (Assistants, Researchers, etc.) Graduate students hired as teaching assistants, research assistants, and research project researchers have an obligation to faithfully comply with the set working hours and work details.
Addendum (June 21st, 2016)
This Bill of Rights shall enter into force on the date of its promulgation.
